ReThinking the High Street
Challenge
The traditional high street was struggling to compete with online retail and out-of-town shopping centres. With limited resources, a fragmented business community, and no initial buy-in from stakeholders, the challenge was to revitalise the high street and re-establish its value for the community.
Solution
Liberating Leaders began by working with what was already available. Through workshops and stakeholder engagement, we focused on creating momentum and uniting the community. Key actions included:
- Identifying a shared vision and insight that energised stakeholders.
- Establishing a collective high street brand to unify businesses.
- Training ‘brand ambassadors’ to foster collaboration.
- Developing a community engagement programme to invite customers back to the high street.
Organising events to involve the wider community and create a sense of place
Results
Within 18 months, the high street saw a remarkable transformation:
- Over 200 businesses and organisations became actively involved.
- Thousands of community members attended events and supported local businesses.
- The high street established itself as a trusted and cohesive brand, attracting new businesses and reframing its relationship with local authorities.

“Clare’s groundbreaking leadership approach to regeneration is refreshing and exciting. She has delivered fantastic initiatives and balanced local authority priorities with community needs, making significant progress.”
